As Co-Executive Director, Theo helps lead Make the Road States’ and Make the Road Action’s strategic vision, and bold national campaigns, providing thought leadership as well as communications, direct service, and political expertise. A Peruvian immigrant raised in Queens, Theo joined Make the Road New York in 2005 after receiving a Master’s Degree from the University of Chicago. Since he began at Make the Road, he has been a leading fundraiser, building various high-impact programs and expanding the organization’s budget and reach.
Theo has helped lead Make the Road New York’s and Make the Road States’ expansion into new geographies. Through his work at Make the Road Action, he has led campaigns to elect progressive elected officials and pass ballot measures. Theo is a recognized expert on civic engagement and voter mobilization, health access, progressive politics, movement services, and immigrant rights. He has been appointed to serve on various government task forces focused on immigrant-specific issues. Theo lives in New York with his wife and two daughters and loves the outdoors and triathlons.
